WHAT IS CLI?
CLI (Cleaner Lagos Initiative) is a government initiative focusing on improving the environment in order to make it cleaner, safer and healthier for all Lagos State residents, while also addressing, enforcing and regulating the challenges in the solid waste management systems across the State.
WHAT ARE THE BENEFITS OF CLI FOR LAGOS STATE RESIDENTS?
CLI offers a number of benefits, mainly, an efficient waste collection process; an efficient street, highway, drainage and waterway cleaning process; job creation; state-of-the-art waste management fleet; improved water quality; and reduced accumulation of solid waste.
WHAT IS THE PUL AND HOW DOES IT WORK?
The CLI works in a self-sufficient manner where Lagos State residents pay their annual PUL (Public Utilities Levy) fees. The PUL is a property-based annual charge payable by property occupants, determined by the size of your property. The fees are then put into the Lagos State Environmental Trust Fund (LSETF), managed by a board of trustees. The funds are for the management of commercial, Industrial, medical and residential solid and liquid waste, wastewater, and environmental intervention for Lagos State; and will be allocated towards management and maintenance, equipment, contractors and employees, waterways and drainage infrastructure, and beautification of the land.
HOW MUCH DO WE PAY?
The charges will be based on property size:
- Property Under 700m²
- Property Between 700m² – 1000m²
- Property Greater than 1000m²
Each property will receive an annual PUL fee, payable monthly, quarterly or annually, at the discretion of the property owner.

WHAT ARE THE FUNCTIONS OF PUMAU?
PUMAU (the Public Monitoring and Assurance Unit) is a unit under the Ministry of Environment, overseeing the generation and collection of the PUL.
